NarrativeGolden Guardian was a statewide disaster drill coordinated by the State of California EMSA. It involved elements from the Federal, State, and local levels. Participants included the State EMSA, the Department of Homeland Security, FBI, Orange County EMS, and the local police, fire, and ambulance providers from several local communities. The scenerio revolved around the detonation of two explosive devices at a stadium hosting a major event. Initial response was by fire and law enforcement. They secured the area and started removing patients to the designated treatment areas. Ambulances were then dispatched from the staging area to the loading areas where they loaded patients for transport to local hospitals.. The purpose of a major drill such as this is to exercise all aspects of a multi-agency response including response times, communications, treatment, triage, and command and control using the ICS System.
